Strategies for School Districts

Multi-Tiered System of Supports (MTSS)The听快猫成版视频听recognizes that absenteeism is often indicative of students听having other听unmet needs. The Department has听asked for听feedback from school districts and听Board听of Cooperative Educational Services (BOCES)听statewide about strategies they鈥檝e used听and how they鈥檙e measuring success.

A听Multi-Tiered听System of听Supports (MTSS)听is a听model schools听use to听help students succeed. It consists of different levels听of support听depending on the need.听MTSS responds to the听academic, behavioral, social-emotional,听physical,听and mental health needs of students.听

In New York, the State Education Department promotes an integrated MTSS听(MTSS-I). That means听equal access听to a safe learning environment听for听all students 鈥� regardless of age, race, gender听identity, socio-economic status, ability, citizenship听status, or zip code.

The听Center听supports teachers and other professionals in learning how to effectively support students 鈥� not just academically. We know that all elements听鈥� academic, social-emotional,听and behavioral -听are听impacted听by attendance.听

Here鈥檚听what MTSS-I looks like:听听

  • Foundational听supports for all听students and听families听
  • Tier one:听Universal prevention听for all students and families听
  • Tier two:听Extra help for some students (early听intervention)听
  • Tier three:听Intensive听help for select students (intensive intervention)

Foundational Supports听

Foundational supports in schools are the conditions intentionally created to support the whole child and their听family,听so students are safe, healthy, connected, supported, and ready to learn. Schools can听use听the听听to promote positive school climates, strengthen family partnerships, support students鈥� physical and mental health, address basic needs, and foster a sense of belonging and engagement. All these factors encourage听regular attendance.

Universal Prevention听

Universal听prevention is the term used to describe proactive, schoolwide strategies听and support designed听to promote regular attendance and prevent听emerging absenteeism concerns.听Universal prevention efforts听focus on听clear and consistent attendance expectations,听creating听welcoming and engaging school and classroom environments, building strong relationships with students and families,听reinforcing the importance of daily attendance, and early data monitoring practice to听identify听and respond to emerging concerns as quickly as possible.听

Early Intervention听

Early intervention听is targeted support听and听prompt听responses for students听beginning to show signs of attendance concerns.听Early intervention听efforts start by helping students and families in solving problems that prevent attendance. This听includes identifying barriers early,听developing a responsive plan, tracking attendance听data, and providing听individualized supports before absenteeism becomes chronic.听

Intensive听intervention听looks like individualized, coordinated support for students听who are imminently at-risk of or听deemed听to be chronically听absent听from school (missing 10% or more of school days).听These are students听who face听significant challenges, preventing them from attending school regularly.听Intensive intervention efforts focus on problem-solving that involves students, families, school staff, and community partners.

Attendance policy and programming, coupled with school climate and increased academic performance, offers a unique opportunity to engage the entire school community 鈥� parents, staff, students, and community members. School听districts will differ in the incentives employed depending upon the philosophies and needs of family and community.听
