Climate Education

Amendment of Section 100.2 of the Regulations of the Commissioner of Education to Require Instruction in Climate Education鈥�

At their March 2026 meeting, the Board of Regents听approved for permanent adoption听the to require instruction in听 climate education听for public school听students in grades kindergarten (K) through 12.听These regulations become permanently effective on March 25, 2026.听

The amendment:听

  • Requires instruction in climate education be provided to elementary school students by the end of grade 4, to middle school students by the end of grade 8, and to high school students by the end of grade 12.听
  • Provides for a multi-year phase-in approach for the new instructional requirement for climate education:
    • Middle Grade Band (Grades 5鈥�8) and High School Grade Band (Grades 9鈥�12): Implementation beginning with the 2027鈥�2028 School Year;
    • Elementary Grade Band (Grades K鈥�4): Implementation beginning with the 2028鈥�2029 School Year.
  • For the 2027-2028 and 2028-2029 school years, requires each听school district and charter school,听to submit verification to the Commissioner of Education that it has implemented instruction in climate education within the grade bands prescribed in the regulations. 鈥�
